UAE UBO Compliance Certification
Ultimate Beneficial Owner rules require UAE companies to identify and register the real individuals who own or control them, under Cabinet Decision No. 58 of 2020. This three to four week Millennium Academy certification covers UBO identification, register maintenance, filing and the penalties for getting it wrong.
Master Ultimate Beneficial Owner disclosure and registers under UAE law — the compliance function every licensed business now needs, and one most finance teams haven't yet built in-house.

- Covers mainland, free-zone and offshore entity requirements
- Practical register-building and disclosure-filing workshops
- Free demo session before you commit
- On-campus in the UAE or live online
Is this course right for you?
This programme is built for professionals who recognise themselves below.
Company secretaries, compliance officers and corporate service providers responsible for UBO registers and filings.
Finance and legal staff at businesses that must identify, verify and disclose their ultimate beneficial owners.
PRO and licensing professionals who manage entity setup and ongoing regulatory filings for mainland or free-zone companies.
Auditors and consultants who want to add UBO and corporate transparency advisory to their service line.
Why earn UBO Compliance Specialist?
A compliance gap most businesses haven't closed
UBO obligations apply to nearly every UAE licensed entity, yet few companies have someone who actually understands the register and filing requirements in depth.
Protects the business from real penalties
Licensing authorities actively enforce UBO disclosure, with fines and licence-renewal blocks for non-compliant entities.
A distinct, in-demand specialism
UBO compliance is increasingly its own role, sitting alongside AML and corporate governance rather than buried inside general accounting.
Confidence across entity types
Mainland, free-zone and offshore structures each carry different UBO procedures — you learn to apply the right rules to each.
Strengthens your corporate governance credentials
UBO expertise pairs naturally with AML and company secretarial skills, rounding out a broader compliance profile.
Practical, not just legal theory
You build and maintain an actual UBO register and disclosure file, the way you would for a real client or employer.

UBO Compliance Specialist — your questions answered
Cabinet Decision No. 109 of 2023, which replaced Cabinet Decision No. 58 of 2020, covers companies licensed on the UAE mainland and in commercial free zones. The main exemptions are government-owned entities and their wholly owned subsidiaries. Companies in the DIFC and ADGM follow their own beneficial-ownership rules. A beneficial owner is anyone who ultimately owns or controls 25% or more of the shares or voting rights, directly or through a chain of ownership, or controls the company by other means. If no one meets that test, the senior managing official is recorded instead. We cover exactly which structures are in scope in Module 1.
No. The course is built for compliance, finance and PRO professionals, not lawyers. We turn the legal framework into practical registers, filings and checklists.
UBO compliance is about identifying and disclosing beneficial ownership to licensing authorities. AML/CFT compliance is about detecting and reporting suspicious financial activity. They overlap and are often handled by the same person, but they're distinct obligations, and many professionals take both courses to cover corporate compliance fully.
Licensing authorities can issue fines that escalate with repeat violations (up to AED 100,000 for some breaches under Cabinet Decision No. 132 of 2023) and can refuse to renew the trade licence until the registers are corrected. The most common failures are not keeping a Register of Beneficial Owners, not filing it with the licensing authority, and not updating it within 15 days of a change in ownership or control. Banks also ask for UBO records when opening and reviewing accounts, so gaps can hold up everyday business too.
Most professionals complete it in 3 to 4 weeks studying part-time, with more than 20 training hours, ending with a practical workshop where you build a UBO file for a multi-layered structure.
Yes. We keep this certification accessible and offer instalment options, explained on your free consultation call.
